{"id":4418,"date":"2025-09-24T10:21:14","date_gmt":"2025-09-24T10:21:14","guid":{"rendered":"https:\/\/saptamana.md\/?p=4418"},"modified":"2025-09-25T09:10:25","modified_gmt":"2025-09-25T09:10:25","slug":"cum-poate-republica-moldova-imbunatati-conectivitatea-transporturilor-cu-sprijinul-ue","status":"publish","type":"post","link":"https:\/\/saptamana.md\/index.php\/2025\/09\/24\/cum-poate-republica-moldova-imbunatati-conectivitatea-transporturilor-cu-sprijinul-ue\/","title":{"rendered":"Cum poate Republica Moldova \u00eembun\u0103t\u0103\u021bi conexitatea transporturilor cu sprijinul UE"},"content":{"rendered":"<ol>\n<li><strong> Ce este re\u021beaua transeuropean\u0103 de transport?<\/strong><\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong><\/p>\n<p>Politica UE<a href=\"https:\/\/transport.ec.europa.eu\/transport-themes\/infrastructure-and-investment\/trans-european-transport-network-ten-t_en\"><strong>\u00a0privind Re\u021beaua Transeuropean\u0103 de Transport<\/strong><\/a>\u00a0(TEN-T) este un instrument esen\u021bial pentru planificarea \u0219i dezvoltarea unei infrastructuri de transport coerente, eficiente, multi-modale \u0219i de \u00eenalt\u0103 calitate \u00een \u00eentreaga UE.<\/p>\n<p>Re\u021beaua include c\u0103i ferate, c\u0103i navigabile interioare, rute maritime scurte \u0219i drumuri care leag\u0103 nodurile urbane, porturile maritime \u0219i interioare, aeroporturile \u0219i terminalele.<\/p>\n<p>TEN-T promoveaz\u0103 transportul eficient al persoanelor \u0219i m\u0103rfurilor, asigur\u0103 accesul la locuri de munc\u0103 \u0219i servicii \u0219i favorizeaz\u0103 comer\u021bul \u0219i cre\u0219terea economic\u0103, consolid\u00e2nd astfel coeziunea economic\u0103, social\u0103 \u0219i teritorial\u0103 a UE \u0219i cre\u00e2nd sisteme de transport transfrontaliere f\u0103r\u0103 \u00eentreruperi, blocaje sau verigi lips\u0103. De asemenea, aceasta vizeaz\u0103 reducerea impactului transporturilor asupra mediului \u0219i cre\u0219terea siguran\u021bei \u0219i rezilien\u021bei re\u021belei.<\/p>\n<ol start=\"2\">\n<li><strong> Cum se \u00eencadreaz\u0103 TEN-T \u00een obiectivul UE de a realiza o conectivitate mai puternic\u0103 \u00een cadrul Parteneriatului estic?<\/strong><\/li>\n<\/ol>\n<p>O conectivitate mai puternic\u0103 \u2013 \u0219i extinderea spre est a re\u021belei TEN-T \u2013 reprezint\u0103 o prioritate cheie pentru Parteneriatul Estic. Acesta a fost unul dintre<a href=\"https:\/\/www.consilium.europa.eu\/media\/31690\/eap-generic-factsheet-digital.pdf\">\u00a0<strong>cele 20 de obiective<\/strong><\/a>\u00a0identificate la summitul Parteneriatului estic din 2017 \u0219i unul dintre cele<a href=\"https:\/\/neighbourhood-enlargement.ec.europa.eu\/document\/download\/ff0daa15-509c-4d33-9fc9-929f559143c1_en\">\u00a0<strong>10 obiective principale<\/strong><\/a>\u00a0(\u201eInterconectivitate sporit\u0103 \u00een domeniul transporturilor\u201d, cu 3 000 km de drumuri \u0219i c\u0103i ferate prioritare construite sau modernizate \u00een conformitate cu standardele UE, cu accent pe rutele comerciale dintre UE \u0219i partenerii estici) stabilite pentru Parteneriatul estic dup\u0103 2020.<\/p>\n<p>Un<a href=\"https:\/\/neighbourhood-enlargement.ec.europa.eu\/system\/files\/2019-01\/ten-t_iap_web-dec13.pdf\">\u00a0<strong>Plan Indicativ de Ac\u021biune pentru Investi\u021bii \u00een TEN-T<\/strong><\/a>, elaborat \u00een 2019, identific\u0103 proiecte prioritare \u00een fiecare dintre \u021b\u0103rile partenere din est, pentru un total de 4 800 km de drumuri \u0219i c\u0103i ferate, 6 porturi \u0219i 11 centre logistice, cu o investi\u021bie estimat\u0103 la aproape 13 miliarde de euro.<\/p>\n<p>Pentru a sus\u021bine aceste priorit\u0103\u021bi politice,<a href=\"https:\/\/www.eeas.europa.eu\/sites\/default\/files\/swd_2021_186_f1_joint_staff_working_paper_en_v2_p1_1356457_0.pdf\">\u00a0<strong>Planul Economic \u0219i de Investi\u021bii al UE<\/strong><\/a>\u00a0vizeaz\u0103 mobilizarea a 2,3 miliarde de euro din bugetul UE \u0219i atragerea de investi\u021bii publice \u0219i private \u00een valoare de p\u00e2n\u0103 la 17 miliarde de euro pentru a transforma \u00een mod durabil economiile \u021b\u0103rilor partenere din est \u0219i a le face mai reziliente \u0219i mai integrate.<\/p>\n<p>\u00cen\u00a0<strong>Moldova<\/strong>, de exemplu, conexiunile de transport reprezint\u0103 o component\u0103 esen\u021bial\u0103 a<a href=\"https:\/\/enlargement.ec.europa.eu\/growth-plan-moldova-commission-proposal_en\">\u00a0<strong>Planului de Cre\u0219tere Economic\u0103 al Moldovei<\/strong><\/a>, sus\u021binut de<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/ro\/ip_25_568\">\u00a0<strong>Mecanismul de Reform\u0103 \u0219i Cre\u0219tere pentru Republica Moldova<\/strong><\/a>, \u00een valoare de 1,9 miliarde de euro, care include noi oportunit\u0103\u021bi de investi\u021bii pentru dezvoltarea punctelor de trecere a frontierei prioritare din cadrul re\u021belei TEN-T, precum \u0219i asigurarea integr\u0103rii sistemelor feroviare moldovene\u0219ti \u00een sistemul UE. Investi\u021biile \u00een conectivitate reprezint\u0103, de asemenea, unul dintre pilonii principali ai<a href=\"https:\/\/euneighbourseast.eu\/news\/latest-news\/eu-announces-new-e270-million-resilience-and-growth-package-for-armenia\/\">\u00a0<strong>Planului de Rezilien\u021b\u0103 \u0219i Cre\u0219tere Economic\u0103 \u00een valoare de 270 de milioane de euro<\/strong><\/a>\u00a0din\u00a0<strong>Armenia<\/strong>, care vizeaz\u0103 mobilizarea investi\u021biilor \u00een infrastructura de transport pentru a dezvolta rolul Armeniei ca centru logistic \u0219i de transport \u00een regiune.<\/p>\n<ol start=\"3\">\n<li><strong> Cum va construi UE o infrastructur\u0103 de transport durabil\u0103 \u0219i sigur\u0103 \u00een \u021b\u0103rile Parteneriatului estic?<\/strong><\/li>\n<\/ol>\n<p>Dup\u0103 publicarea Planului indicativ de ac\u021biune pentru investi\u021bii \u00een TEN-T, Comisia European\u0103 \u0219i Banca European\u0103 de Investi\u021bii (BEI) au \u00eenceput s\u0103 lucreze la un mecanism menit s\u0103 ajute \u021b\u0103rile Parteneriatului estic s\u0103 preg\u0103teasc\u0103 proiecte de infrastructur\u0103 pentru conectivitatea transporturilor, colect\u00e2nd feedback de la reprezentan\u021bii \u021b\u0103rilor partenere din est, societatea civil\u0103 \u0219i institu\u021biile financiare interna\u021bionale relevante \u00een cadrul unei reuniuni a Grupului de lucru pentru transporturi din PaE. \u00cen iunie 2019, mini\u0219trii transporturilor din cadrul Parteneriatului estic au convenit s\u0103 \u00eenfiin\u021beze un mecanism pentru a ajuta \u021b\u0103rile partenere s\u0103 preg\u0103teasc\u0103 \u0219i s\u0103 pun\u0103 \u00een aplicare proiecte prioritare din cadrul re\u021belei transeuropene de transport (TEN-T).<\/p>\n<p>Rezultatul a fost un Instrument de Sprijin Consultativ \u0219i Asisten\u021b\u0103 Tehnic\u0103,<a href=\"https:\/\/www.eib.org\/en\/products\/advisory-services\/epic\/index\">\u00a0<strong>Facilitatea pentru investi\u021bii \u00een conectivitate \u00een cadrul Parteneriatului estic<\/strong><\/a>\u00a0(EPIC), dezvoltat de BEI \u0219i lansat ca ini\u021biativ\u0103 comun\u0103 a Comisiei Europene \u0219i BEI, a B\u0103ncii Europene pentru Reconstruc\u021bie \u0219i Dezvoltare (BERD) \u0219i a B\u0103ncii Mondiale la \u00eenceputul anului 2022.<\/p>\n<p>EPIC \u00ee\u0219i propune s\u0103 promoveze proiectele de infrastructur\u0103 TEN-T prin combinarea\u00a0<strong>sprijinului consultativ \u0219i a asisten\u021bei tehnice pentru a sprijini investi\u021biile prioritare \u00een conectivitate\u00a0<\/strong>\u00een regiunea PaE, ajut\u00e2nd \u021b\u0103rile partenere s\u0103 preg\u0103teasc\u0103 aceste investi\u021bii \u00een conformitate cu cerin\u021bele UE \u0219i ale institu\u021biilor financiare interna\u021bionale.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<ol start=\"4\">\n<li><strong> Ce sprijin este disponibil \u00een cadrul programului EPIC?<\/strong><\/li>\n<\/ol>\n<p>EPIC ofer\u0103 Armeniei, Azerbaidjanului, Georgiei, Republicii Moldova \u0219i Ucrainei\u00a0<strong>consultan\u021b\u0103 gratuit\u0103\u00a0<\/strong>\u0219i\u00a0<strong>asisten\u021b\u0103 tehnic\u0103<\/strong>\u00a0pentru \u00eembun\u0103t\u0103\u021birea conexiunilor de transport prin investi\u021bii prioritare TEN-T \u00een proiecte de transport rutier, feroviar, aerian, maritim \u0219i inter-modal.<\/p>\n<p>De obicei, astfel de proiecte vizeaz\u0103\u00a0<strong>reducerea timpului \u0219i a costurilor de c\u0103l\u0103torie<\/strong>,<strong>\u00a0eliminarea blocajelor<\/strong>,<strong>\u00a0\u00eembun\u0103t\u0103\u021birea siguran\u021bei rutiere<\/strong>,\u00a0<strong>adaptarea infrastructurii de transport la schimb\u0103rile climatice<\/strong>\u00a0\u0219i\u00a0<strong>ob\u021binerea de beneficii socio-economice \u0219i de mediu<\/strong>.<\/p>\n<p>Sprijinul oferit de EPIC poate acoperi:<\/p>\n<ul>\n<li><strong>Orientare strategic\u0103<\/strong>, de exemplu sprijin pentru studii \u00een sectorul transporturilor, programarea investi\u021biilor \u00een infrastructur\u0103, precum \u0219i identificarea \u0219i prioritizarea proiectelor.<\/li>\n<li><strong>Preg\u0103tirea proiectelor<\/strong>, inclusiv studii de fezabilitate, proiecte preliminare, evalu\u0103ri de mediu, audituri de siguran\u021b\u0103 etc.<\/li>\n<li><strong>Orient\u0103ri metodologice<\/strong>, de exemplu pentru preg\u0103tirea analizelor cost-beneficiu, evalu\u0103rilor impactului asupra mediului \u0219i societ\u0103\u021bii, adapt\u0103rii infrastructurii la schimb\u0103rile climatice etc.<\/li>\n<li><strong>Implementarea proiectelor<\/strong>\u00a0prin consultan\u021b\u0103 la locul de munc\u0103 cu privire la anumite aspecte, cum ar fi strategiile \u0219i procesele de achizi\u021bii publice, preg\u0103tirea documentelor de licita\u021bie \u0219i \u00eenfiin\u021barea unit\u0103\u021bilor de implementare a proiectelor.<\/li>\n<li><strong>Consolidarea capacit\u0103\u021bilor \u0219i transferul de cuno\u0219tin\u021be<\/strong>, dezvoltarea capacit\u0103\u021bii institu\u021bionale \u00een \u021b\u0103rile vizate prin evenimente de formare dedicate, ateliere \u0219i documente de lucru tematice.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><\/p>\n<ol start=\"5\">\n<li><strong> Cum pot guvernele s\u0103 solicite sprijin?<\/strong><\/li>\n<\/ol>\n<p>Facilitatea sprijin\u0103 proiecte care reprezint\u0103 priorit\u0103\u021bi na\u021bionale \u0219i care sunt incluse \u0219i prioritizate \u00een cadrul<a href=\"https:\/\/eeas.europa.eu\/sites\/default\/files\/swd_2021_186_f1_joint_staff_working_paper_en_v2_p1_1356457_0.pdf\"><strong>\u00a0Planului Economic \u0219i de Investi\u021bii al UE pentru Parteneriatul estic<\/strong><\/a><strong>,<\/strong><a href=\"https:\/\/transport.ec.europa.eu\/transport-themes\/infrastructure-and-investment\/trans-european-transport-network-ten-t_en\"><strong>\u00a0Re\u021belei Transeuropene de Transport (TEN-T)<\/strong><\/a>\u00a0\u0219i<a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/system\/files\/2019-01\/ten-t_iap_web-dec13.pdf\">\u00a0<strong>Planului indicativ investi\u021bional de ac\u021biuni pentru dezvoltarea re\u021belei TEN-T<\/strong><\/a>\u00a0pentru regiune.<\/p>\n<p><strong>Apelurile pentru cereri<\/strong>\u00a0sunt publicate pe<a href=\"https:\/\/www.eib.org\/en\/products\/advisory-services\/epic\/index\"><strong>\u00a0site-ul web al EPIC<\/strong><\/a>\u00a0\u0219i comunicate ministerelor transporturilor \u0219i infrastructurii sau institu\u021biilor echivalente din \u021a\u0103rile Vecine din Est.<\/p>\n<p>Ministerele na\u021bionale ale transporturilor \u0219i infrastructurii sunt responsabile de depunerea cererilor, cu ajutorul echipei consultative EPIC, care poate ajuta autorit\u0103\u021bile \u00een procesul de preselec\u021bie a proiectelor pentru sprijinul EPIC \u0219i de preg\u0103tire a cererilor.<\/p>\n<p>Cererile trebuie s\u0103 includ\u0103 o descriere a proiectului de investi\u021bii, o descriere a sprijinului solicitat \u0219i o estimare a costurilor, o analiz\u0103 a stadiului de preg\u0103tire a proiectului \u0219i o descriere a cadrului institu\u021bional pentru dezvoltarea proiectului.<\/p>\n<p>Pentru mai multe informa\u021bii despre EPIC \u0219i procesul de aplicare, start=\"6\">\n<li><strong> Cum se acord\u0103 asisten\u021ba EPIC?<\/strong><\/li>\n<\/ol>\n<p>Odat\u0103 ce EPIC a aprobat o cerere de sprijin, se elaboreaz\u0103 un set complet de termeni de referin\u021b\u0103 pentru acordul de asisten\u021b\u0103 tehnic\u0103 \u0219i se mobilizeaz\u0103 consultan\u021bii relevan\u021bi.<\/p>\n<p>Echipa consultativ\u0103 EPIC supervizeaz\u0103 consultan\u021bii de asisten\u021b\u0103 tehnic\u0103 prin analizarea \u0219i comentarea rezultatelor \u0219i participarea la consult\u0103ri.<\/p>\n<p>Deoarece proiectele au un impact pozitiv direct asupra bun\u0103st\u0103rii \u0219i nivelului de trai al popula\u021biei, pe parcursul implement\u0103rii acestora se asigur\u0103 o comunicare adecvat\u0103 \u0219i vizibilitate.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<ol start=\"7\">\n<li><strong> Ce proiecte sunt deja \u00een curs de implementare?<\/strong><\/li>\n<\/ol>\n<p>\u00cen prezent, sunt \u00een curs de desf\u0103\u0219urare o serie de proiecte \u00een \u021b\u0103rile Parteneriatului estic. Printre acestea se num\u0103r\u0103:<\/p>\n<ul>\n<li><strong>Studii pentru dezvoltarea coridorului rutier Ungheni \u2013 Chi\u0219in\u0103u \u2013 Odesa<\/strong>, parte a re\u021belei TEN-T extinse, care traverseaz\u0103 teritoriul Republicii Moldova \u00een direc\u021bia est-sud-vest. Coridorul leag\u0103 Rom\u00e2nia, Moldova \u0219i Ucraina \u0219i reprezint\u0103 o rut\u0103 cheie pentru circula\u021bia persoanelor \u0219i m\u0103rfurilor.<\/li>\n<li><strong>Drumul de ocolire Gyumri \u2013 actualizarea studiului de fezabilitate \u0219i a proiectului detaliat<\/strong>: tronsonul de drum de ocolire Gyumri este considerat o investi\u021bie prioritar\u0103 de c\u0103tre guvernul armean, fiind situat \u00eentr-o etap\u0103 cheie a coridorului rutier nord-sud, unul dintre cele mai strategice elemente de infrastructur\u0103 de transport ale Armeniei \u0219i parte a re\u021belei TEN-T extinse.<\/li>\n<li><strong>\u00cembun\u0103t\u0103\u021biri ale siguran\u021bei la trecerile la nivel cu calea ferat\u0103 de-a lungul coridorului feroviar Baku \u2013 Boyuk<\/strong>, care face parte din re\u021beaua TEN-T principal\u0103 din Azerbaidjan \u0219i reprezint\u0103 principala conexiune feroviar\u0103 est-vest din \u021bar\u0103, leg\u00e2nd capitala \u0219i portul Baku de re\u021beaua feroviar\u0103 din Georgia, continu\u00e2nd p\u00e2n\u0103 la Marea Neagr\u0103.<\/li>\n<li><strong>Asisten\u021b\u0103 consultativ\u0103 pentru preg\u0103tirea unui portofoliu de proiecte sectoriale unice pentru transportul din Ucraina<\/strong>: pe baza experien\u021bei dob\u00e2ndite \u00een urma finan\u021b\u0103rii UE \u00een Balcani \u0219i \u00een UE, EPIC sprijin\u0103 autorit\u0103\u021bile ucrainene \u00een implementarea foii de parcurs pentru instituirea unui sistem de Gestionare a Investi\u021biilor Publice (PIM), cu accent pe sectorul transporturilor.<\/li>\n<\/ul>\n<p>Alte misiuni sus\u021binute de EPIC pot fi g\u0103site pe<a href=\"https:\/\/www.eib.org\/en\/products\/advisory-services\/epic\/index\">\u00a0<strong>site-ul web al EPIC<\/strong><\/a>.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ce este re\u021beaua transeuropean\u0103 de transport?
