De la Kiev, pre\u0219edintele Volodymyr Zelensky a solicitat admiterea imediat\u0103 printr-o \u201eprocedur\u0103 special\u0103\u201d (de\u0219i o astfel de procedur\u0103 nu exist\u0103 \u00een cadrul normelor de aderare ale UE), iar \u00een decurs de c\u00e2teva ore, liderii a opt state membre au solicitat accelerarea procesului. Acesta includea o Zon\u0103 de Liber Schimb Aprofundat\u0103 \u0219i Cuprinz\u0103toare (ZLSAC), care alinia o mare parte din legisla\u021bia \u0219i standardele ucrainene la cele ale UE.\u00a0 \u00cen acela\u0219i deceniu a ap\u0103rut un alt simbol concret, mult a\u0219teptat de milioane de ucraineni: \u00eencep\u00e2nd din iunie 2017, cet\u0103\u021benii ucraineni cu pa\u0219apoarte biometrice pot c\u0103l\u0103tori f\u0103r\u0103 viz\u0103 pentru \u0219ederi scurte (90 de zile \u00eentr-o perioad\u0103 de 180 de zile) \u00een spa\u021biul Schengen, cu excep\u021biile obi\u0219nuite ale UE.<\/p>\n<p>Cu toate acestea, p\u00e2n\u0103 \u00een 2022, aderarea a r\u0103mas mai degrab\u0103 o perspectiv\u0103 dec\u00e2t un calendar.\u00a0 \u00cen evaluarea sa din 2022, Comisia a corelat progresele \u00eenregistrate cu reformele structurale \u00een domeniul statului de drept, combaterii corup\u021biei \u0219i limit\u0103rii influen\u021bei oligarhice, recunosc\u00e2nd progresele realizate, dar semnal\u00e2nd \u0219i fragilit\u0103\u021bile sistemice.\u00a0 \u00cen fundal se afla a\u0219a-numita \u201e<a href=\"https:\/\/www.igi-global.com\/dictionary\/european-union-enlargement-policy-towards-the-western-balkans\/105206\" target=\"_blank\" rel=\"noopener\">oboseal\u0103 a extinderii<\/a>\u201d, care a urmat extinderii Big Bang din 2004 \u0219i a fost accentuat\u0103 de criza economic\u0103 \u0219i de anii de austeritate dup\u0103 2008; ultima aderare r\u0103m\u00e2ne cea a Croa\u021biei \u00een 2013. Abia dup\u0103 invazia Rusiei perspectivele Ucrainei au devenit mai concrete: la urma urmei, extinderea este \u00een primul r\u00e2nd o decizie politic\u0103.<\/p>\n<p><strong>Cum func\u021bioneaz\u0103 aderarea la UE: criteriile de la Copenhaga \u0219i acquis-ul UE<\/strong><\/p>\n<p>Aderarea nu reprezint\u0103 o \u201erecompens\u0103\u201d politic\u0103 discre\u021bionar\u0103; cadrul s\u0103u este stabilit prin tratate. Articolul 49 din Tratatul privind Uniunea European\u0103 permite oric\u0103rui stat european care respect\u0103 valorile Uniunii s\u0103 depun\u0103 o cerere de aderare, dup\u0103 care \u00eencepe un proces \u00eendelungat, ghidat de evalu\u0103rile Comisiei \u0219i de deciziile unanime ale statelor membre. Compasul substan\u021bial este reprezentat de \u201ecriteriile de la Copenhaga\u201d, definite \u00een 1993: institu\u021bii democratice stabile \u0219i statul de drept, inclusiv respectarea drepturilor omului \u0219i a minorit\u0103\u021bilor; o economie de pia\u021b\u0103 func\u021bional\u0103; \u0219i capacitatea de a-\u0219i asuma obliga\u021biile care decurg din calitatea de membru, adic\u0103 adoptarea acquis-ului comunitar (mo\u0219tenirea juridic\u0103 \u0219i politic\u0103 a integr\u0103rii europene) \u0219i capacitatea de a face fa\u021b\u0103 concuren\u021bei din cadrul pie\u021bei interne.<\/p>\n<p>Din punct de vedere tehnic, alinierea vizeaz\u0103 33 de capitole ale acquis-ului UE.\u00a0 Conform metodologiei actuale, acestea sunt grupate \u00een \u0219ase clustere \u2013 Valori fundamentale; Pia\u021ba intern\u0103; Competitivitatea \u0219i cre\u0219terea favorabil\u0103 incluziunii; Agenda verde \u0219i conectivitatea durabil\u0103; Resurse, agricultur\u0103 \u0219i coeziune; \u0219i Rela\u021bii externe \u2013 cu o regul\u0103 politic\u0103 esen\u021bial\u0103: \u201eValor fundamentale\u201d\u00a0este primul cluster deschis \u0219i ultimul \u00eenchis, deoarece acesta determin\u0103 ritmul \u0219i credibilitatea \u00eentregului proces.<\/p>\n<p>C\u00e2nd, la 17 iunie 2022, Comisia European\u0103 a recomandat acordarea statutului de \u021bar\u0103 candidat\u0103 Ucrainei, a enumerat \u0219i \u0219apte priorit\u0103\u021bi imediate: reforma Cur\u021bii Constitu\u021bionale; continuarea reformei sistemului judiciar; m\u0103suri anticorup\u021bie, inclusiv consolidarea guvernan\u021bei institu\u021biilor SAPO \u0219i NABU; norme privind combaterea sp\u0103l\u0103rii banilor; punerea \u00een aplicare a legii \u201eantioligarhie\u201d \u00een conformitate cu Comisia de la Vene\u021bia; alinierea legisla\u021biei privind mass-media audiovizual\u0103; \u0219i revizuirea legilor privind minorit\u0103\u021bile na\u021bionale.\u00a0 \u00cen\u00a0<a href=\"https:\/\/enlargement.ec.europa.eu\/ukraine-report-2024_en\" target=\"_blank\" rel=\"noopener\">raportul s\u0103u privind Ucraina din 2024<\/a>, Comisia a urm\u0103rit evolu\u021bia evenimentelor care au condus la deschiderea oficial\u0103 a negocierilor \u00een iunie 2024, constat\u00e2nd c\u0103 etapele r\u0103mase au fost finalizate \u0219i c\u0103 reformele au fost considerate satisf\u0103c\u0103toare, ceea ce a permis adoptarea cadrului de negociere.<\/p>\n<figure class=\"wp-block-gallery has-nested-images columns-default is-cropped wp-block-gallery-2 is-layout-flex wp-block-gallery-is-layout-flex\" data-pgc-sgb-id=\"bl1\">\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" class=\"wp-image-396333\" src=\"https:\/\/euneighbourseast.eu\/wp-content\/uploads\/2026\/03\/p-068228_00-01_01-original-416003-1-1024x683.jpg\" sizes=\"(max-width: 1024px) 100vw, 1024px\" srcset=\"https:\/\/euneighbourseast.eu\/wp-content\/uploads\/2026\/03\/p-068228_00-01_01-original-416003-1-1024x683.jpg 1024w, https:\/\/euneighbourseast.eu\/wp-content\/uploads\/2026\/03\/p-068228_00-01_01-original-416003-1-300x200.jpg 300w, https:\/\/euneighbourseast.eu\/wp-content\/uploads\/2026\/03\/p-068228_00-01_01-original-416003-1-768x512.jpg 768w, https:\/\/euneighbourseast.eu\/wp-content\/uploads\/2026\/03\/p-068228_00-01_01-original-416003-1-1536x1024.jpg 1536w, https:\/\/euneighbourseast.eu\/wp-content\/uploads\/2026\/03\/p-068228_00-01_01-original-416003-1-2048x1365.jpg 2048w\" alt=\"\" width=\"1024\" height=\"683\" data-id=\"396333\" \/><figcaption class=\"wp-element-caption\"><strong><em>\u00a9 EU Commission<\/em><\/strong><\/figcaption><\/figure>\n<\/figure>\n<p>Problema este \u00eens\u0103 c\u0103 adoptarea acquis-ului necesit\u0103 ani de evalu\u0103ri (\u201escreening\u201d), deschiderea \u0219i \u00eenchiderea clusterelor de negociere \u0219i, mai presus de toate, decizii unanime la fiecare etap\u0103, de la evaluarea progreselor p\u00e2n\u0103 la ratificarea final\u0103.\u00a0 Aici intervine dreptul de veto al statelor membre. \u00cen ultimele luni, cea mai sistematic\u0103 opozi\u021bie a venit din partea Ungariei lui Viktor Orb\u00e1n, \u00een timp ce Slovacia lui Robert Fico \u2013 un alt guvern apropiat de pozi\u021biile Kremlinului \u2013 \u0219i-a condi\u021bionat sprijinul de o \u201einterpretare strict\u0103\u201d a condi\u021biilor de aderare. Ambele \u021b\u0103ri, al\u0103turi de partidele de extrem\u0103 dreapta \u0219i populiste din mare parte a UE, avertizeaz\u0103, de asemenea, cu privire la costurile presupus nesustenabile ale impactului ader\u0103rii Ucrainei asupra bugetului Uniunii.<\/p>\n<p>Potrivit lui Roman Petrov, titularul catedrei Jean Monnet de drept al Uniunii Europene la Universitatea Na\u021bional\u0103 din Kiev-Mohyla, aceast\u0103 situa\u021bie a creat un paradox: clusterele nu sunt \u201eoficial\u201d deschise, \u00eens\u0103 activitatea tehnic\u0103 continu\u0103 \u00een mod informal prin a\u0219a-numitul\u00a0<a href=\"https:\/\/www.eurointegration.com.ua\/news\/2025\/12\/26\/7227945\/\" target=\"_blank\" rel=\"noopener\">format Lviv<\/a>, \u00een timp ce Kievul a\u0219teapt\u0103 unanimitatea politic\u0103 necesar\u0103 pentru a transforma aceste etape \u00een negocieri oficiale.<\/p>\n<p>Cu toate acestea, este posibil ca aceast\u0103 unanimitate s\u0103 nu se realizeze \u00een cur\u00e2nd, \u00een pofida\u00a0<a href=\"https:\/\/www.euronews.com\/my-europe\/2025\/12\/11\/eu-and-ukraine-agree-10-point-plan-to-speed-up-kyivs-accession-bid-despite-hungarys-veto\" target=\"_blank\" rel=\"noopener\">planului de zece puncte<\/a>\u00a0prezentat de Comisara pentru Extindere, Marta Kos, \u0219i de Viceprim-ministrul ucrainean, Taras Kachka, menit s\u0103 accelereze reformele \u0219i s\u0103 deblocheze clusterele de negociere.\u00a0 \u201eDeocamdat\u0103 avem probleme cu c\u00e2teva \u021b\u0103ri care au o pozi\u021bie clar anti-ucrainean\u0103: Ungaria \u0219i Slovacia, \u00een primul r\u00e2nd. Desigur, aceste guverne se pot schimba \u00een viitor [<em>alegerile din Ungaria sunt programate pentru luna aprilie a acestui an, iar partidul lui Orb\u00e1n se afl\u0103 cu aproape zece puncte \u00een urm\u0103 \u00een sondaje, n.r.<\/em>]\u201d, spune Petrov.\u00a0 \u201eDar valul anti-Ucraina al guvernelor populiste de dreapta ar putea cre\u0219te \u0219i \u00een Europa de Vest. \u021a\u0103rile cele mai expuse riscului sunt Fran\u021ba \u0219i Germania.<\/p>\n<p><strong>Dificult\u0103\u021bile unei ader\u0103ri \u201eaccelerate\u201d<\/strong><\/p>\n<p>\u00cen ultimele luni, numero\u0219i\u00a0<a href=\"https:\/\/ecfr.eu\/publication\/accelerate-the-accessions-why-faster-is-better-in-eu-enlargement-policy\/\" target=\"_blank\" rel=\"noopener\">anali\u0219ti<\/a>\u00a0\u0219i\u00a0<a href=\"https:\/\/www.euronews.com\/my-europe\/2026\/02\/13\/ukraines-call-to-join-eu-in-2027-forces-major-re-think-of-enlargement-rules\" target=\"_blank\" rel=\"noopener\">politicieni<\/a>\u00a0au cerut o extindere mai rapid\u0103 \u0219i mai eficient\u0103, nu doar pentru Kiev, ci \u0219i pentru alte \u021b\u0103ri candidate aflate \u00eentr-un stadiu avansat: Muntenegru, Moldova \u0219i Albania \u2013 state mult mai mici \u0219i mai pu\u021bin importante din punct de vedere geopolitic dec\u00e2t Ucraina. Dac\u0103 vorbim despre aderarea cu drepturi depline, a\u0219a cum a fost \u00eentotdeauna, aceste termene nu sunt realizabile. A\u0219a-numitul \u201eformat Lviv\u201d a permis celorlalte 26 de state membre, \u00eempreun\u0103 cu Comisia European\u0103, s\u0103 accelereze procesul: Ucraina a\u00a0<a href=\"https:\/\/www.eurointegration.com.ua\/eng\/articles\/2026\/02\/23\/7231766\/\" target=\"_blank\" rel=\"noopener\">primit<\/a>\u00a0repere detaliate \u0219i criterii tehnice care, \u00een mod normal, sunt comunicate numai \u00een cadrul negocierilor oficiale.
